It suppose to be a joke, because the offical Tshirt slogan says: Ljubljana is a beautiful city.
It is a joke on a word city, because Ljubljana is quite small. then someone said village might be offensive, even though I think is a good joke. So I tried with town. Which is definitely smaller than a city, but not so ‘offensive’ as village.
then, another joke goes for word LOVELY, because British are using it for everything!

Town. Village is Slovenia.
